Scheme adjudication is free but not always available on your own: in Scotland either party may apply, in England and Wales the landlord has to agree, and if they refuse the route is a county court claim. If the deposit was never protected or you were never given the prescribed information, say so — the court may order the landlord to pay you between one and three times the deposit on top of returning it, and that is usually worth more than the deductions you are arguing about.

Can I force the landlord into free adjudication?

In Scotland, yes: either party may apply to the approved scheme and the decision binds both. In England and Wales the scheme's adjudication needs both parties' agreement, and if the landlord refuses the route is a county court claim. In the United States it is the state deposit statute that sets the deadline for returning the deposit with an itemised statement, and many states let a tenant recover a multiple of the deposit where the landlord misses it.
